Methinks it is a room/hall for the study of the Bible! It is some spelling mistake which is not so uncommon in India/Indian subcontinent.
Urban dictionary says this about Bibling [http://www.urbandictionary.com/define.php?term=Bibling] but I don't think folks in Rishikesh mean this:
"also known as Drinking Alcohol, along with a phrase used with a physical gesture of manhood.
"Dude, look at Noah, he's bibling all over the place"
